Evan Terry Associates was charged with creating a structure that is contemporary within the context of its surroundings and, specifically, would compliment and conform to the flow of Monongahela River, along which the building overlooks. The 170,000‑square foot office building houses administrative services for the University such as Visitors' Resource Center, WVU Foundation, WVU Television Services, Departments of Human Resources, Finance, and Information Technology.

The project also included a 750‑car parking deck designed to serve as a catalyst for the redevelopment of the Morgantown Waterfront District.
